BIOGRAPHY

Martine Musau Muele practises predominantly in the areas of public policy and administrative law. Her breadth of experience and knowledge across multiple countries and sectors enables her to assist clients in a myriad of contexts.

  • Martine obtained her civil law degree from the University of Ottawa and her Juris Doctor from the University of Montreal. She was called to the Quebec Bar in 2010.

    She has a niche public policy and regulatory practice, with clients benefiting from her exceptional background, experience and knowledge of a wide range of laws, policies and practices. In the course of her legal career, she has represented senior management as well as elected officials, and has provided legal advice in relation to a wide spectrum of issues in public law.

    Prior to founding Muele, she worked at a firm specialised in municipal law, where she acted as counsel in civil and penal proceedings conducted under various rules including land use and planning development regulations.

    Martine has acted as the Director of Legal Affairs and City Clerk of two municipalities in Quebec, where she advised elected officials on regulatory and administrative matters, including public procurement and contracts, election law and public consultations, ethics, risk management, governance mechanisms, and zoning.

    She has also worked at the International Committee of the Red Cross (ICRC), in Geneva, where she conducted research on systems of protection for children associated with armed groups. In addition, she has worked at the Supreme Headquarters Allied Powers Europe (SHAPE), in Mons, where she joined the Directorate of Plans & Policy.

    In 2019, Martine was appointed as a commissioner member of the Office de consultation publique de Montréal, an independent organisation whose mission is to carry out public consultation mandates entrusted to it by the city council or executive committee of the City of Montreal.

    In 2021, Martine was elected city councillor in Montreal’s district of Villeray and was subsequently appointed as President of the Municipal Council of the City of Montreal.

    Martine is an assiduous legal practitioner who is committed to helping leaders across sectors leverage the opportunities presented by innovation in the public policy space.
